Responsible for purchasing a variety of complex or technical materials, supplies or services. Evaluates bids, selects and recommends suppliers and negotiates price, delivery, quality and service. Follows up on all awards until completion of order. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over shipments, cancellations and engineering changes. Conducts supplier site visits and rates them as to production capability, performance and delivery. May provide work leadership for lower level employees.

Bachelor' s Degree in related field
6 years or Master' s degree and 4 year of relevant professional experience.
Sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid packages. Candidate should have experience in issuing purchase orders and applying analytical skills to gather information, discern best value, develop procurement strategies, and systematically document all transactions leading to negotiation of a contract. Effective communication skills are critical for networking, coordination, and team work to meet strict quality, delivery, and cost deadlines that impact the entire value stream. Candidate should have experience in applying critical thinking skills to perform source selection analysis based on cost or price information and understanding of the supply base. Position may support complex products and manage high-dollar value and/or high-volume procurements that require a great deal of oversight and risk management. This position has the authority to commit funds on behalf of the company and Navy customer and requires a clear understanding of, and compliance with Government procurement guidelines, including FAR and DFAR, as well as familiarity with SAP. Previous DoD Procurement Experience and technical background are a plus. Exposure and/or experience in other areas of the supply chain value stream are a plus Candidates must have experience in the following: Microsoft Office Suite Knowledge of FAR/DFAR guidelines Knowledge of SAP See additional experience below in the job description Security clearance is not required however it is highly desired.
