Job Description

NSC Technologies is currently hiring a TEngineer Planning Analyst 4 in Newport News, Virginia. The ideal candidate must have a minimum of 2-5 years of experience.

Responsibilities to include, but not limited to: • Plays an active role in cross-functional collaboration between PPPY engineering and supply chain organizations and drive discussions for addressing material concerns and implementing process improvement opportunities as appropriate. • Engages with Supply Chain Management to support expediting and problem solving efforts to drive increased material availability for PPPY cognizant systems, components, and subcontractors. • Collects data/ information and compiles presentations as needed to support communication efforts for key topics of concern up to the senior leadership level. • Empowered to lead the team in the day to day activities, mentor, and train junior program management analysts on the team. • Acts as manager’s POC in supporting the team and program when necessary. Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements. 10 Years with Bachelors; 8 Years with Masters Bachelor’s Degree and 10 years of experience. Master’s Degree and 8 years of experience. 4 years of related exempt experience can be substituted for Bachelor’s degree. 8 years of non-related exempt experience can be substituted for Bachelor’s degree. An Apprentice Certificate or graduation from Navy Nuclear Power School can be substituted for Bachelor’s degree. Equivalency: Bachelor’s Degree and 10 years of experience. Master’s Degree and 8 years of experience. 4 years of related exempt experience can be substituted for Bachelor’s degree. 8 years of non-related exempt experience can be substituted for Bachelor’s degree. An Apprentice Certificate or graduation from Navy Nuclear Power School can be substituted for Bachelor’s degree.

Security Clearance: Special Requirements: **HYBRID POSITION... in-office 3 days, offsite 2 days** **Potential PERMANENT position offered, pending mutually positive experience** • Bachelor's Degree in related field. • 10 or more years of business, business analytics, data analytics, project management, or other related experience. • Supply Chain Experience. • Experienced in Microsoft Excel, PowerPoint, Outlook, Access, and Word. • Ability to use selected functions in Excel spreadsheets is required (AVERAGE, MEDIAN, STDEV.P, MAX, MIN, SUM). • Ability to read and write Excel statements in spreadsheet cells and to construct histograms and X-Y scatter plots from spreadsheet data. • Ability to construct VLOOKUP functions and PivotTables. • Direct Supply Chain experience with Navy products, subcontract material, and subcontract services. • Experience with Naval Nuclear Propulsion Program or Naval Fleet activities, work, and overall business. • Experience using SAP. • Strong written and verbal communication skills. • Be able to problem solve in a time constrained environment. • Active clearance (at least Confidential). Why is this position open / needed?: The selected candidate will be the lead interface between the PPPY Program Management Office (PMO) and NNS supply chain (O51), NNS IT (for software procurement) for burning down procurement items and relieving purchase order backup. Clearance Level: Confidential Will this position require travel?: No Yardwide Access: No Required PPE: Is there an elevator in the main work site building?: Yes Remote work an option in lieu of being onsite: No Flexible Office Policy & Procedure: With the increased demand to work from home, the risk of potential unauthorized exposure has increased with leased labor that have Foreign Nationals in the household. NNS is requiring all management with leased labor resources that may work from home or an alternate non-NNS work location in any capacity to fill out the Leased Labor Flexible Office Agreement Request form. This requirement is for management with both current and future leased labor resources. The request must go through the proper signature approvals before the employee is allowed to work at the Alternate Non-NNS work location. If a leased labor resource indicates a foreign national is present in the alternate non-NNS work location, O15 Security Compliance must evaluate the Flexible Office Agreement request and provide approval/denial. Based on OPNAVINST N9210.3 “Safeguarding of Naval Nuclear Propulsion Information (NNPI)”, NNS is contractually mandated to protect NNPI from potential unauthorized disclosure. Access to NNPI are limited to U.S. Citizens with a need to know. This includes prohibiting access to Foreign Nationals. For the purposes of NNPI, a Foreign National is anyone who is not a U.S. Citizen.
