Position: LABOR ESTIMATOR SHIP REPAIR
Location: Joint Base Pearl Harbor-Hickam

Responsibilities of the LABOR ESTIMATOR:

Reporting to the Planning Manager, the LABOR ESTIMATOR will interact with various department heads and their teams and will assist in the development of technical specifications and associated financial proposal packages. The candidate will also be responsible for supporting the technical and financial data to facilitate the preparation of proposals, to provide support for the contract negotiation process, and to provide budgets for awarded contracts.

Perform the development of technical specifications using the Navy Maintenance Database, technical manuals, procedures and drawings.
Perform proposal activities including the development of estimating of labor material and subcontractors costs, preparing proposal narratives, risk assessments, business case analysis in support of proposal and/or new business efforts in accordance with company policies and customer requirements
Provide support to key/strategic maintenance availability activities and proposals
Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
Researches and analyzes historical data, develop cost models to support the proposal efforts.
Performs ship check inspection to determine additional work scope information top support of the technical work specification and associated estimate. International travel may be required

Requirements of the LABOR ESTIMATOR:

Bachelor Degree from an accredited institution or substitute equivalent experience, training and/or certifications for the degree
Must be a US Citizen
Must e able to and maintain base access to Joint Base Pearl Harbor Hickam
Must be able to work from 6am 2: 30pm M-F and overtime as required
Must be proficient with Microsoft Office (Word, Outlook & PowerPoint)
Must have Intermediate Microsoft Excel Skills, able to read or create simple formulas and use excel based tools
Must have strong oral & written communication skills
Must be able to work in a fast paces high volume production environment
Must be able to read and comprehend technical manuals and drawings
Must be able to board ships, enter confined spaces with limited visibility and have the ability to climb up and down stairs and/or ladders of varying heights to accomplish onboard ship inspections
Must be physically & medically qualified to wear required PPE
Must be able to interact with a variety of people in a variety of setting and ensure that positive inter-departmental relations are maintained
Preferred Skills:
Previous ship repair and/or maritime industry experience
Previous experience with ship repair planning and/or estimating
Bachelor s degree from an accredited institution in Business, Accounting or Finance

Employment is contingent upon the ability to pass background screening
to obtain a DOD RapidGate Credential
